Problem

Driving-license issuance across Sindh province ran on disconnected offline systems — every licensing center operated independently, records couldn't be verified centrally, and fake licenses circulated because no authority could check a license against a single source of truth.

Approach

Digitize without stopping the province: design a centralized, microservices-based platform and run it in parallel with the legacy offline systems, continuously synchronizing data during the transition so centers kept issuing licenses throughout the migration.

Architecture

Domain-driven services — applicant management, booking, test management, license issuance, and payments — deployed as Docker containers and communicating over REST APIs and message queues. Role-based access control separated citizens, test officers, and administrators; web and mobile apps exposed online license verification to the public.

Outcome

License issuance was centralized across the province and licenses became verifiable online from a phone — closing the loophole that fake licenses depended on, and replacing a fragmented paper process with a single digital system.
